Pirate is a subtype of minion in Hearthstone, meaning that there are game mechanics involving Pirates specifically. Pirates have limited synergy amongst each other, but most of them involve the hero's weapon in some way. Thus, they fit together nicely in an overall style. Because of the interactions with weapons Pirates have most value for classes which have weapons available.

Pirates work best with strategies that involve giving your hero a weapon. For example, as a Warrior, playing Arathi Weaponsmith and a Bloodsail Raider would you give you a 3/3 minion, a 4/3 minion and your hero a 2/2 Battle Axe for a total of 6 mana.
