The qualifiers took place on 15 February 2003. With 10 teams capable of competing, OGN decided to hold preliminaries to cut this number down to 8 in order make the league manageable over a long period of time. The teams were matched up against each other based on a ranking[citation needed], with the top ranked team playing the lowest ranked team etc. Since Hanbit Stars was the highest ranked team out of the teams losing their first match, they receive a WO.[citation needed] The last four teams play another round to decide on who gets the remaining spots.
